The Ministry of New and Renewable Energy of India (MNRE) has decided that for the ALMM List-II, except for the individual projects that have already received investment, no comprehensive extension will be granted for projects with deadlines after June 1, 2026.


According to the original regulations, starting from June 1, 2026, all grid-connected metering and open-access renewable energy projects must use the components listed in ALMM List-I and the solar cells listed in ALMM List-II. However, the authorities received requests from various parties, some requesting a postponement and others opposing it. The MNRE ultimately decided not to grant a full postponement.


However, considering the unstable situation in the Middle East, in order to maintain policy stability, safeguard the long-term confidence of the photovoltaic manufacturing industry, and protect the existing investments of developers, it is allowed to postpone some existing projects that have already invested a large amount of funds and have made significant progress by 2-4 months (applicable to the performance of contracts after February 28, 2026).


The exemption of the extension conditions can be divided into two categories:


Type 1: Before June 1, 2026, all the photovoltaic components required for the project had been delivered to the site and stored properly. However, the final commissioning procedures for the project had not yet been completed.


The second category (all the following preconditions must be met simultaneously): Before June 1, 2026, the project must have completed the following four tasks: obtained the ownership of at least 75% of the required land; completed the financing closure (i.e., the funds have been secured); obtained the formal approval for grid connection; and the electrical drawings have been approved by the electrical inspection authority, and this approval must be completed by May 1, 2026. On this basis, the project must also meet any one of the following two conditions: all photovoltaic modules have been delivered to the site before the memorandum is issued; or more than 50% of the photovoltaic modules have been installed on-site by June 1, 2026. Only projects that meet all of the above requirements simultaneously will have the basic eligibility to apply for exemption.


Application method: Submit through the NISE dedicated website before June 30, 2026. Each application will be reviewed on a case-by-case basis by the expert committee.
