India imposes anti-dumping duties on Vietnamese photovoltaic glass

   On May 10, 2025, the Taxation Department of the Indian Ministry of Finance issued Notification No. 03/2025-Customs(CVD), stating that it accepted the affirmative final ruling recommendation made by the Indian Ministry of Commerce and Industry on February 11, 2025 regarding the anti-subsidy issue of textured tempered coated and uncoated glass (Textured Tempered Coated and Uncoated Glass) originating from or imported from Vietnam. It decided to impose an anti-subsidy tax on the relevant products from Vietnam for a period of 5 years. The tax amount is the difference between the landed value of the imported goods (provided it is lower than the minimum price) and the minimum price. The minimum price for the Vietnamese producer Flat (Vietnam) Co., Ltd. is $593 per ton, and for other Vietnamese producers, it is $664 per ton. Given that India has already imposed anti-dumping duties on the relevant products from Vietnam in the form of a minimum price, the actual anti-subsidy tax imposed on the Vietnamese products in this case is the difference between the anti-subsidy tax determined in this case and the actual anti-dumping tax imposed. The relevant products are tempered glass with a transmission rate of at least 90.5%, a thickness of no more than 4.2 millimeters (with a tolerance of 0.2 millimeters), and at least one side with a size greater than 1500 millimeters, whether coated or not. This product is also known in the market as solar glass, low iron solar glass, solar glass low iron, solar photovoltaic glass, high transmission photovoltaic glass, and steel-coated low iron embossed solar glass. Textured tempered glass is used as components for solar photovoltaic panels and solar thermal applications. By maintaining a low iron content (usually below 200 ppm), a transmission level can be achieved. When coated with an anti-reflective coating liquid, the transmission level can be increased by approximately 2% to 3%. This case involves products under Indian customs codes 7003, 7005, 7007, 7016, 7020, and 8541.


On February 13, 2024, the Ministry of Commerce and Industry of India issued a notice stating that, upon the application submitted by the Indian domestic enterprise Borosil Renewables Limited, an anti-subsidy investigation was initiated against the coated or uncoated textured tempered glass produced in or imported from Vietnam. The case involves products under the Indian customs code 70071900 as well as those under 70031990, 70051010, 70051090, 70052190, 70052990, 70053090, 70071900, 70072190, 70072900, 70169000, 70200090 and 85414011. On February 11, 2025, the Ministry of Commerce and Industry of India made a positive final ruling on this case.
