Italy has officially launched its FER X renewable energy support scheme, opening the way for up to 10 GW of new solar PV capacity to receive government support as part of a broader 37.15 GW renewable energy program.
The scheme, which entered into force on August 7, 2026, was approved by the European Commission under Italy's €23 billion renewable energy support framework. It will remain in place until the end of 2030.
Under FER X, solar projects below 1 MW can apply directly for support, while larger projects must compete in auctions organized by Italy's energy agency, GSE. For auction-based solar projects, the reference strike price is €80/MWh, with a floor of €65/MWh and a ceiling of €95/MWh.
Additional incentives are available for certain projects. Solar installations replacing asbestos roofs can receive an extra €27/MWh, while floating solar projects may qualify for an additional €10/MWh.
Supply Chain Resilience Becomes a Key Requirement
FER X also introduces new supply-chain requirements for large solar projects based on the EU's Net-Zero Industry Act (NZIA).
At least 30% of the annual auction capacity for solar and wind will be reserved for dedicated procedures involving NZIA-compliant projects. Criteria include supply-chain resilience, cybersecurity, responsible business practices, project delivery capability and energy-system integration.
Successful projects must enter operation within 36 months of the ranking announcement. Delays may result in reduced support prices, while failure to meet the final deadline could lead to disqualification and forfeiture of guarantees.
Italy has already awarded significant capacity through two transitional FER X auctions, including around 7.69 GW of solar projects in the first round and approximately 1.1 GW in a second auction focused on projects using non-Chinese modules.
The launch of FER X is expected to accelerate Italy's solar expansion while increasingly linking renewable energy subsidies with domestic and European supply-chain resilience.
