Solar and Wind Infrastructure Faces Cybersecurity Risks
A new report by European cyber intelligence company Modat and the Netherlands’ National Cyber Security Centre (NCSC-NL) has identified 8,547 internet-accessible systems associated with solar and wind farms across 35 European countries, raising concerns about potential cyberattacks on renewable energy infrastructure.
Of the identified systems, 7,942 were linked to solar power plants across 34 countries, while 605 were associated with wind farms in 23 countries. The study focused on operating utility-scale solar plants with capacities ranging from 1 MW to 4 GW, excluding rooftop installations.
Spain and Greece Lead in Exposed Solar Systems
Spain recorded the highest number of exposed solar-related systems, with 2,766, followed by Greece with 1,860. Italy and Germany reported 753 and 672, respectively. Together, these four countries accounted for 76% of the identified solar-related systems.
For wind farms, Germany had the highest number of exposed systems at 212, followed by Italy with 192 and Türkiye with 84.
Exposed Control Panels Raise Concerns
The report found that some systems included management interfaces, monitoring dashboards and control panels that should not have been directly accessible from the public internet. In certain cases, exposed interfaces revealed operational data, equipment locations and control functions.
The researchers cautioned that the number of exposed systems does not necessarily reflect the full level of risk, as a single system may control multiple turbines or other equipment.
Operators Urged to Strengthen Security
Modat recommends removing administrative interfaces from public internet access, using secure connections and maintaining clear visibility into network architecture, access permissions and connections used by suppliers and service providers.
The findings highlight the importance of cybersecurity as Europe expands renewable energy capacity and increasingly relies on connected systems to monitor and control power generation.
