On 24 February 2026, the United States Department of Commerce announced its preliminary determination in the countervailing duty investigation concerning crystalline silicon photovoltaic cells (whether or not assembled into modules, i.e. solar cells/panels) originating in India, Indonesia, and Laos.
The preliminary subsidy rates for each country are as follows:
India: Mundra Solar Energy Limited and Mundra Solar PV Limited (both subsidiaries of the Adani Group), along with all other Indian companies, were assigned a subsidy rate of 125.87%.
Indonesia: PT Blue Sky Solar Indonesia at 143.30%, PT REC Solar Energy Indonesia at 85.99%, and a general rate of 104.38% for all other Indonesian companies.
Laos: Solarspace Technology Sole CO. LTD., Vietnam Sunergy Joint Stock Company, and all other Laotian companies: 80.67%.
This investigation was initiated following a petition lodged by the American Alliance for Solar Manufacturing Trade (AASMT) in August 2025. The current ruling constitutes the preliminary determination, with the final ruling scheduled for release on 6 July 2026.
