Dutch Solar Growth Slows Sharply as Grid Constraints and Negative Prices Weigh on Market

The Netherlands’ solar market experienced a sharp slowdown in 2025, with new PV installations falling by more than half as grid congestion and weaker project economics increasingly affected the market.

New Solar Capacity Falls to 1.4GW

According to the Netherlands Enterprise Agency (RVO), the country added just 1.4GW of solar capacity in 2025, down from 3.3GW in 2024 and the lowest annual addition since 2019.

Despite the slowdown, cumulative solar capacity reached 29.4GW by the end of 2025. Solar generation also remained significant, producing 25.8TWh, or 19.7% of the country’s total electricity generation.

Grid Congestion and Negative Prices

Grid capacity constraints have made it increasingly difficult to connect new solar projects, while declining returns are affecting residential, commercial and utility-scale installations.

The market is also facing more frequent periods of oversupply. The Netherlands recorded 581 hours of negative electricity prices in 2025, equivalent to around 7% of the year. During these periods, some solar owners may reduce or temporarily stop generation to avoid additional costs.

The planned end of the country’s net-metering scheme from January 2027 is also expected to further weaken the economic appeal of rooftop solar for households and small businesses.

Storage Expected to Gain Momentum

RVO expects annual solar additions to remain relatively moderate at around 1.3GW on average between 2026 and 2028.

As grid congestion and price volatility continue, battery storage and energy management systems are expected to play a larger role. Dutch battery storage capacity doubled from 1.3GWh in 2024 to around 3GWh in 2025, although storage penetration among residential solar users remains limited.

The next phase of the Dutch solar market may therefore increasingly focus not only on adding PV capacity, but also on integrating solar with storage and smarter energy management.
