The United States has introduced new trade measures targeting imported polysilicon and related solar products as part of efforts to rebuild domestic manufacturing capacity and strengthen the country’s semiconductor and solar supply chains.
On August 6, U.S. President Donald Trump signed an executive order under Section 232 of the Trade Expansion Act, establishing minimum import prices and additional tariffs for selected polysilicon and solar-related products.
Minimum Import Prices Set for Solar Materials
Under the new policy, the U.S. government will impose minimum import prices on several key products:
Polysilicon: $21/kg
Polysilicon ingots and wafers: $100/kg
Solar cells: $0.22/W
Solar modules: $0.38/W
In addition, certain imported polysilicon ingots and related products will face an additional 15% tariff based on their declared value.
Policy Aims to Revive US Solar Manufacturing
The U.S. government said the measures are designed to address concerns over the decline of domestic polysilicon production. According to the announcement, the U.S. share of global polysilicon production has fallen from around 50% in 2005 to less than 2% in 2024.
By raising import barriers and supporting local production, the policy aims to expand U.S. manufacturing capacity across the solar and semiconductor industries while reducing dependence on overseas supply chains.
Incentives Offered for New Domestic Projects
The administration will also establish a “reshoring” incentive program. Companies that commit to building, upgrading or expanding polysilicon, ingot, wafer and solar cell manufacturing facilities in the United States before January 20, 2029, may receive exemptions from certain Section 232 tariffs on imported equipment and related products.
Global Solar Supply Chain Faces New Challenges
The latest measures are expected to reshape global solar trade flows and encourage more investment in U.S.-based manufacturing.
While the policy could accelerate domestic solar production, it may also increase costs for imported solar products and create new challenges for international suppliers. Global manufacturers may need to adjust their supply chain strategies by expanding local production, forming partnerships or targeting alternative markets.
