Vietnam’s government has directed provinces and cities to introduce support policies for self-consumption rooftop solar by the end of December 2026, aiming to reduce peak electricity demand and strengthen local energy security.

Under an official document issued on October 22, the Ministry of Industry and Trade must assign rooftop solar capacity targets to local governments by October 30, with priority given to northern provinces facing electricity shortages. Implementation results will also be included in officials’ performance assessments.

Vietnam will not establish a uniform national subsidy rate, allowing local authorities to determine their own support mechanisms. The government also plans to introduce energy storage support policies by the end of 2026, encouraging industrial parks in northern Vietnam to adopt solar-plus-storage systems.

A regulation that took effect in June 2026 increased the permitted share of surplus rooftop solar electricity that can be sold to the grid from 20% to 50%, with further increases possible by agreement where grid conditions allow.

By the end of August 2026, Vietnam had more than 134,410 rooftop solar installations with total capacity exceeding 11.45 GW. The country aims to cut annual electricity consumption by 3%, reduce summer peak demand by 10%, and lower system peak load by 3 GW.
